Lebourne is a Development Professional with over 6 years of experience designing and delivering multi-stakeholder initiatives across Saint Lucia and the Caribbean. He has a proven track record managing donor-funded programmes, mobilizing resources, and driving outcomes in organizational leadership, education and social policy, youth and community development.
His professional career spans consulting, executive and managerial roles with local, national, and international bodies, including the Saint Lucia National Youth Council, Sir Arthur Lewis Community College, the UNDP GEF Small Grants Programme, the Pan-American Development Foundation and the United States Agency for International Development.

Andre’s diverse experience in marketing and financial management enables him to connect with global markets and formulate strategic frameworks oriented to deliver results and ensure shareholders gain significant returns on investments.
